​Health policy, as defined by Dilu in 1959, aims to positively impact population health. It encompasses a broad spectrum of initiatives that contribute to community well-being. Healthy public policies, as highlighted by Milio (2001), improve living conditions and encompass various aspects such as housing, education, nutrition, and healthcare services.

"The concept of "health in all policies" emphasizes the integration of health considerations into policymaking across all sectors, underscoring the interconnectedness of health with broader societal goals and initiatives," says Dr Izzuna Mudla Mohamed Ghazali (pix), Head of Malaysian Health Technology Assessment Section (MaHTAS), Medical Development Division, Ministry of Health at the Future Healthcare Asia 2024 Conference.

Impacts of health policies on industries
She goes on to explain that health policies have far-reaching implications across various industries. "In Malaysia, these policies influence sectors ranging from healthcare and pharmaceuticals to tourism and construction. The healthcare industry, including both public and private sectors, is directly affected by policies governing human resources, qualifications, and healthcare delivery standards. Similarly, pharmaceutical companies are influenced by regulatory frameworks and coverage decisions that determine market access for innovative drugs.

Role of policies in industry development
Malaysia's Digital Economy Blueprint and National 4IR policy exemplify how government initiatives shape industry trajectories. These policies not only set strategic directions but also provide incentives and support for innovation and entrepreneurship. Coverage and reimbursement policies play a pivotal role in determining market access for medical technologies, impacting industry investment and development.

Health policy pillars and reform strategies
The Malaysian Health White Paper outlines four pillars and fifteen reform strategies aimed at transforming the healthcare landscape. These strategies prioritize primary healthcare, enhance disease prevention efforts, ensure equitable health financing, and strengthen the healthcare system's foundation and governance.

Value-based healthcare
Value-based healthcare emphasizes the equitable and transparent use of resources to achieve better outcomes for individuals. Health technology assessment (HTA) plays a crucial role in informing decision-making by evaluating the value of health technologies throughout their lifecycle. HTA considers various dimensions of value, including clinical effectiveness, safety, cost, and societal impact, ensuring transparent and evidence-based decision-making processes.

Challenges and considerations in policy development
Policymaking in health requires careful consideration of contextual factors, cost-effectiveness, and stakeholder involvement. Transparency is essential to ensure accountability and trust in decision-making processes. Value-based healthcare emphasizes the importance of incorporating patient outcomes and resource utilization in healthcare delivery models.

The future of Asian healthcare will be shaped by the interplay of health policies, industry dynamics, and technological advancements. As Malaysia continues to advance its healthcare reforms, stakeholders must collaborate to address challenges and seize opportunities for innovation and improvement. By prioritizing value-based approaches and leveraging health technology assessment, policymakers can enhance the efficiency, equity, and sustainability of healthcare systems across the region.
